Location

The City of Melbourne is located in southern Brevard County, southeast of Orlando on Florida’s east coast. It sits astride the Indian River Lagoon, with a large portion of the City located on Florida’s mainland, and a portion located on a barrier island. Form of Government

Melbourne's charter provides for a Council-Manager form of government. The council is the legislative body of the city, which sets policies and goals for the City of Melbourne, including the annual budget and tax rate. The Melbourne City Council appoints a city manager who serves as the chief administrative and executive officer of the city, and a city attorney who protects city’s legal interests and assets. The City Council also appoints volunteers to serve on municipal boards. Most of the boards are advisory, while several are granted specific decision-making powers. Citizens may speak at public hearings, which are held before any new laws are approved and before the annual budget and property tax rate are finalized.
