Overview

The City of Melbourne’s Fire Prevention and Utilities Operations Divisions have implemented an online program for the submittal of certain required fire and life safety system reports and backflow test and maintenance reports. These protection systems are important means of preserving lives, protecting property, enhancing firefighter safety, and protecting our water supply from contamination. Routine maintenance is critical to ensure systems are ready to provide the protection as intended.

The Compliance Engine by Brycer was selected to provide a single point online reporting system for both programs. The Compliance Engine is a web-based technology service and analytic suite that will assist the City of Melbourne proactively drive code compliance and ensure a safer community.

As of March 1, 2024, the subject compliance reports shall be submitted through The Compliance Engine online reporting system. The City will no longer accept fax, email or post mail reports.

Property Owners

This change will not impact a property/business owner’s ability to select an approved fire protection or backflow preventer vendor or contractor. Property/business owners may continue to use the same vendors or contractors as in past years. Vendors conducting service and maintenance work on fire and life safety systems, within the City of Melbourne, or testing backflow preventers within the City of Melbourne’s water service area, will be required to register and utilize the third-party vendors single point online reporting system.

Service Providers

Information letters will be distributed to testing contractors and Town Hall sessions were conducted in February 2024 to brief contractors and provide an update on the upcoming changes. Contractors conducting service and maintenance work on fire and life safety systems within the City of Melbourne or performing test and maintenance on backflow prevention assemblies within Melbourne’s water service area will be required to register and utilize the third-party online reporting system beginning March 1, 2024.

Brycer provides complimentary registration, help and training to contractors. Contractors performing inspection, testing, and maintenance of fire protection system and/or backflow prevention assemblies should register and submit the required reports by visiting www.thecomplianceengine.com.
