The Community Development Department administers the City's land use policies within the Comprehensive Plan, as well as the City’s zoning and land development regulations, to ensure the orderly physical growth of the community.

The Community Development Department’s range of services encompass revitalization of targeted areas, retaining and attracting businesses to Melbourne, and creating and maintaining residential neighborhoods to ensure that Melbourne provides safe, economically vital and aesthetically pleasing places in which to live, work, and play. There are 16 full-time City employees in the Community Development Department.
