10.4 Administration of the Plans

The Human Resources Department is responsible for the proper maintenance of the compensation and classification plans. These responsibilities include:

New Positions:

Human Resources shall evaluate proposals for the placement of new positions and provide recommendations to the City Manager or Executive Director of Aviation. The recommendation will include the appropriate classification plan, grade, and position title.

Reclassifications of existing positions:

Positions may be reclassified when it is shown that the duties, responsibilities and/or salary requirements for the job have changed. When a Department Director identifies that a current position has substantially changed in duties and responsibilities or training and education required to perform the job, Human Resources will evaluate the job for proper placement in the appropriate classification plan. If supported, Human Resources’ recommendations will be sent to the City Manager or Executive Director of Aviation and will include the recommended grade, and if applicable, proposed position title change.

In the event that a position is reclassified to a higher grade, the incumbent shall receive a pay increase consistent with the City’s promotional pay section of this policy. When a position is downgraded, the employee’s rate of pay will be kept at a rate closest to the current pay, but not above. Should the employee’s pay exceed the maximum pay for the new grade, his pay will be lowered to the maximum pay for the new grade. 

Reorganizations:

When a Department Director recommends an internal reorganization of the Department or a Division within the Department, Human Resources shall evaluate the request and provide a recommendation to the City Manager or the Executive Director of Aviation. This will include recommendations regarding the placement of positions into the classification plans.

Analysis of the classification plans:

Upon request of the City Manager, Human Resources shall conduct a review of benchmark positions to determine if the classification plans are uniform and current.
