10.7 Pay for New Promotions

A promotion is defined as selection for a position that has a higher maximum rate of pay.
When an employee is promoted, the standard promotional rate will be the closest step in the new grade that provides at least a 5% pay increase above the employee’s current rate of pay.

When it is determined that an employee’s qualifications are significantly more than the minimum qualifications required to fill a position, the hiring Department Director will have the latitude, with Human Resources approval, to establish a rate of pay above the standard promotional rate. The rate may not to exceed 15% from their employee’s current rate of pay.

For circumstances in which an employee is recommended for a promotion that moves the employee from a non-supervisory to supervisory position or a non-exempt to exempt position, an increase above the 15% threshold may be warranted to compensate for the loss in overtime or increased responsibilities related to supervising staff. In these situations, the Department Director shall submit a memorandum to Human Resources for review. If supported, final approval shall be at the discretion of the City Manager or Executive Director of Aviation.

Under no circumstances will an employee be promoted to a pay rate that exceeds the maximum of the new salary range.
