Recruitment:
Recruitment for approved job vacancies will generally be open to current City employees prior to or simultaneous with recruitment to the public as determined by the Department Director, subject to provisions of a collective bargaining agreement.
All jobs will typically be posted online through the City’s recruitment software program for a minimum of four working days. Job vacancies shall also be posted on official bulletin boards in departments who employ union positions when required by a collective bargaining agreement.
Eligibility:
To be considered for a vacancy, applicants must meet the minimum qualifications for a position as set forth in the job description and recruitment posting.
All regular full-time, part-time, seasonal, and temporary employees (currently working for the City for at least three consecutive months) who apply for a City position shall be considered as an internal applicant.
Current employees must have completed six months of service within their current department to apply for a position in a different department.
Application:
Employees interested in filling a posted vacancy must complete an application online using the City’s recruitment software program.
All applications must be completed by the closing date of the job posting unless extenuating circumstances approved by Human Resources exist that require the submittal of a late application. Employees seeking approval to submit a late application may contact Human Resources.
Selection:
The hiring manager shall review the application pool and schedule interviews.
After interviewing is complete, the hiring manager selects the applicant whose qualifications most closely match or exceed the job requirements. The selection is made using valid, uniform standards and, if applicable, provisions of the pertinent collective bargaining agreement.
Human Resources is responsible to review the hiring recommendation and complete the Veterans’ Preference review if applicable prior to making a job offer.
Job Offers:
Job offers may only be made by Human Resources to ensure compliance with applicable policies, contracts and employment laws.
Internal applicants selected for a position will have two working days to accept or reject the job offer. If the applicant does not respond within the time frame allowed, the offer may be considered as rejected. If the offer is accepted, the applicant shall generally move into their new position within fifteen working days from the date the applicant accepts the new position. The effective date shall be determined by the Department Director(s). This time may be extended to thirty days if the employee is deemed to be in a critical area and the Department Directors and Human Resources agree to this extension in writing.
Human Resources will prepare the Employee Action Notice finalizing the selection. No action is authorized unless and until it is approved by the City Manager or the Executive Director of Aviation.
Employee Responsibilities: It is the employee’s responsibility to review the weekly job postings if seeking a change in position. To apply, employees must fully complete the online employment application.
To ensure that Managers are aware of potential vacancies in their Department, it is an employee’s responsibility to notify his supervisor when applying for any other position with the City.
Management Responsibilities:
Hiring managers are responsible to interview internal applicants and all applicants that claim and qualify for Veterans’ Preference if they meet the minimum qualifications for a position.
Hiring managers are encouraged to select an internal applicant when the internal applicant is determined to be a highly qualified candidate for the position.
Waiver of Policy:
This policy may be waived, and a vacant position may be filled with a current employee when determined by the Director of Human Resources and the City Manager or Executive Director of Aviation that it is in the best interest of the City to place an employee in an alternate vacancy. The employee placed must meet the qualifications to fill the position.
